On November 1, 2010, USAID made amendments to ADS 303, "Grants and Cooperative Agreements to Non-Governmental Organizations,” to authorize and promote greater use of Fixed Obligation Grants (FOGs), as well as other Simplified Grant Formats, to non-governmental organizations, particularly non-US NGOs with limited or no experience in receiving and implementing USAID grants.
The revised policy guidance on the use of fixed obligation grants (FOGs) allows grants with first time and higher risk recipients that have demonstrated technical capabilities, introduces revised eligibility requirements, allows for advance payments under specific conditions and makes payments based on the completion of defined outputs or milestones. FOGs for activities in Ethiopia, Sri Lanka and Benin have already awarded (as of June 2011).
