Description: USAID/Afghanistan provides technical assistance to the Government of Afghanistan through at least four different mechanisms: advisors embedded in host government ministries, institutional contractors, grants, and the Civilian Technical Assistance Program administered by the World Bank. USAID/Afghanistan spends approximately $2.6 million each year on technical assistance for the Government of Afghanistan. This audit will determine (1) the advantages and disadvantages of the different approaches that USAID/Afghanistan uses to provide technical assistance to the Government of Afghanistan and and (2) how USAID/Afghanistan decides which technical assistance approach to use.
