Description:

Women and girls disproportionately bear the effects of HIV/AIDS. According to the Joint United Nations Program on HIV/AIDS, women and girls constitute nearly 60 percent of persons in sub-Saharan Africa who are HIV positive. Moreover, women shoulder the greatest burden of HIV/AIDS care and often face limited access to services and treatment. Exacerbating these conditions is gender-based violence, which deters women from accessing services and disclosing their status. The legislation reauthorizing the HIV/AIDS program in 200810 recognizes these conditions and requires gender-specific indicators to monitor progress on outcomes and impacts of gender programs, planning to prevent gender-based violence, and concrete goals and targets to address the vulnerabilities that lead to the elevated infection rates among women and girls. Funding was $321 million for FY 2008 and $306 million for FY 2009.

This audit will assess the program’s effectiveness in providing HIV/AIDS services to women and girls.
