Approximately 44 percent of the population is “food insecure”, meaning that they do not have enough food to meet minimum daily needs. A USAID internal assessment was commissioned in 2003 to look at the food crisis in Ethiopia in a different way. As a result, USAID now focuses on agricultural-based economic growth to reduce poverty and food insecurity and prevent famine in Ethiopia. Programs are designed to improve economic policy; increase market-led private sector growth, trade competitiveness, and agricultural productivity; protect and increase the assets of the poor; and provide emergency assistance. This audit will (1) determine whether USAID/Ethiopia’s agricultural sector productivity projects achieved intended results and (2) assess the projects’ impact.
