According to USAID, the legitimacy of the Lebanese judicial system has been undermined by the overwhelming number of cases in the judicial system and a pressing need for more and better trained judges. To help the Lebanese Government increase the effectiveness and independence of the judicial system, USAID/Lebanon designed a program to better educate judges and provide for more efficient and transparent courts and legal processes. In December 2007, the mission awarded a 3-year contract, valued at $6.7 million, to the National Center for State Courts to implement this program.

This audit will determine whether USAID/Lebanon’s Rule of Law Program is supporting judicial education and improving the efficiency of the court system.
