Review of USAID/Afghanistan Contractors’ Compliance With the Trafficking Victims Protection Reauthorization

Section 232a of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 20083 requires OIGs for USAID, Department of State, and Department of Defense to investigate a sample of high-risk contracts4 in each of fiscal years (FY) 2010 through 2012. The types of contracts to be investigated include primary contracts, or subcontracts at any tier, under which there is a heightened risk that a contractor may engage, knowingly or unknowingly, in acts related to trafficking in persons. These acts would include the following:
The review will determine whether (1) USAID/Afghanistan and selected contractors established sufficient controls to prevent trafficking of persons and (2) selected USAID/Afghanistan contractors and subcontractors engaged in trafficking-of-persons practices.
