In Afghanistan, municipal governments are instrumental in efforts to strengthen governance processes. Unfortunately, the overall governance structure remains highly centralized, and subnational governance institutions, particularly at the municipal level, are often unresponsive to community needs because they lack clarity on their roles and functions.

Under this 1-year, $150 million (estimated) program, activities will be carried out in each of the four regional commands in Afghanistan (RC-North, RC-South, RC-East, and RC-West).

The purpose of the project is to create effective, responsive, democratic, transparent, and accountable municipal governance in targeted municipalities throughout the country.

The program will focus on increasing the capacity of Afghan Government municipal officials, improving municipal services to citizens, and increasing municipal capacity to support economic growth.

This audit will determine whether USAID/Afghanistan’s Regional Afghan Municipalities Program for Urban Populations is creating governance that is effective, responsive, democratic, transparent, accountable, and gender-sensitive in select municipalities.
