One challenge to educational development in Haiti is the highly centralized governance of the public school system. Only recently has the government committed to allowing participation of parents and community leaders in school management decisions. However, schools have not yet mastered the participatory procedures for decision making and resource management.
The Ministry of National Education and Vocational Training (MENFP) has not put in place systems and procedures to guarantee transparency in the use of public funds, to coordinate across technical departments, or to provide adequate school supervision. The MENFP’s departments do not have the capacity to manage the overall education system. In response to this challenge, USAID awarded a task order to provide technical assistance and training to strengthen the capacity of the MENFP to increase access of Haitian children and out-of-school youth to quality basic education. This $18.2 million award started in May 2008 and is scheduled to end in June 2011.
This audit will determine whether USAID/Haiti’s education activities are strengthening the capacity of the Ministry of National Education and Vocational Training to increase.
