Description: USAID/Afghanistan awarded Black & Veatch Special Projects Corporation a $266 million contract to implement the Kandahar Power Initiative from December 4, 2010, to September 30, 2013. The program contains components for upgrading transmission systems, rebuilding electrical substations, providing additional diesel generators, and installing a third turbine at the Kajakai Hydro Power Plant. This audit will determine whether the Kandahar Power Initiative is meeting its goal to increase the supply and distribution of electrical power from Afghanistan's South East Power System with particular emphasis given to the City of Kandahar in support of the U.S. Government’s counterinsurgency strategy.
