Description: The performance of provincial governments in delivering services and responding to the needs of their constituencies is a critical factor in public perception of the legitimacy of the state and public confidence in the Afghan Government's reform process. In October 2009, USAID/Afghanistan awarded The Asia Foundation a $13 million cooperative agreement, subsequently increased to $16 million, to implement the Performance–Based Governor’s Fund through May 2011. USAID/Afghanistan intends to increase the initiative by $75 million and extend the period of performance by 18 months. This audit will determine whether the Performance–Based Governor’s Fund is meeting its goal to provide financial and technical assistance to Governors and their teams and thereby better meet community outreach needs, enhance relationships with citizens, and improve overall management capacity.
